Well this actually happened to my brother even though I have had encounters of my own.  This was probably 22 years ago.  One night my brother was driving home from working as a bus boy at a local place.  We lived out in a rural area, so the highway he was traveling on didn't usually have a lot of traffic.

He noticed there were several cars driving on the highway and it was raining that night.  Then, he saw a man walking on the shoulder of the road with his hands held out.  He was wearing a white robe and had longer hair. 

At the same time, my brother noticed it had stopped raining and the traffic was gone.  He continued to drive and noticed just a few yards down the road, the same man on the opposite side of the road holding his hands out.  As soon as he passed the man for the second time, it began to rain again and the traffic came back.

My brother walked into the house and was white as a "ghost".  So who or what do you think it was?  We are still wondering and my brother still gets uncomfortable when he talks about it.
